Calling all BIPOC filmmakers! Submissions are currently being accepted for the 4th Annual Dirty Popcorn Black Film Festival. If you are a BIPOC filmmaker from DE, MD, NJ, PA or NY, then we want your film. There is no fee to submit.
Film submissions (under 30 minutes) are being accepted through July 11th in three categories:
The festival is accepting submissions in three categories:
Best Short Drama/Narrative (drama/fiction)
Best Short Documentary
Best Short Experimental (music video, animation, etc.)
People’s Choice (will be determined from screenings)
The festival will take place over two days on August 9-10, 2025. Selected films will be shown with a red-carpet awards ceremony set for the final Saturday, August 10, 2025. The festival's mission is to provide a platform for discovering and celebrating filmmakers of color from Delaware and the surrounding region while also supporting the preservation of local Black filmmakers' work.

Eligibility Requirements:
- The primary filmmaker, that is the writer, producer or director, must be a Black of Indigenous Person of Color (BIPOC) from DE, MD, NJ, PA, NY, GA, FL or CA.
- The film must be under 30 minutes.
- The film must be an original work of the filmmakers. All footage/audio must either be original or licensed through the proper channels.
- The film must have been completed in the last 5 years.
- At least one filmmaker will be required to attend the day their film is viewed and must be present to accept any awards on the final day of the festival.
