MINUTES FROM THE REGULAR BOARD MEETING OF THE
BARLOW WATER IMPROVEMENT DISTRICT
June 21,2025
The Barlow Water Improvement District (BWID), an Oregon Corporation, organized pursuant to ORS Chapter 65; operating as a nonprofit water improvement district pursuant to ORS Chapter 554, holds this regular membership meeting at our office conference room located at 106A N Morrow Rd in Pine Hollow – May 10, 2025.
Chairman Kim Schlaht called the meeting to order at 9:03 am. Directors present: Kim Schlaht, Glenn Miller, Carl Drain, James Birchfield and Melanie Birchfield, by phone.. Steve Ferrell was not present. Also in attendance were Barlow Water employees Laurie Barnes and Don Veenker. Community guest: None
Minutes from the BWID board meeting held on May 10, 2025 were reviewed. Glenn motioned to approve the minutes. Carl Drain seconded the motion, which was approved by all board members present.
May 2025 financial reports were presented to the board. Glenn Miller read the financial report for May 2025. Carl Drain motioned for approval. Glenn Miller seconded to approve the financial reports. The financial reports are attached as a separate document to these minutes.

Don has been receiving bids for new wells. As it looks at this point the new well #2 will cost upwards of $110K. Don has obtained the permit to start moving forward getting a new well #2. The fire of July 2024 brought to Barlow Water’s attention the strain on the system.
Don stated the new cell communication is working “really well”.
Don is working on getting the Backhoe up and running.
Don will attending the Backflow specialist online training on July 8 and on July 15-17 he will be attending class in Clackamas.
The Board has confirmed a community event on Aug. 9, 2025 from 11-1. We will have a retirement celebration for Don Veenker who is retiring as of September 30, 2025. BWID will also introduce our new Water Systems Operator – The Wamic Fire Dept was not prepared for us to collaborate our community days.
The board reviewed and approved the new 2025-2026 budget. Thank you Steve Gordon for all your time. BWID appreciates you.
Laurie has tried several times to get a list of needed information from Darin at Tenneson. Two weeks is now 6 weeks and still waiting. The addendum for the replacement of Well #2 is still not completed by Darin. This is holding up grant applications. Don offered to go to office and try to get moving forward.
Laurie has updated the board emails. Everyone will be getting a new board email with a login. Please, if you change the password, please let Laurie know, in case of any issues signing in.
Board asks that for ALL worker comp injuries to follow protocol.
