BALTIC CUP WINDSURFING 2025
NOTICE OF RACE
For 1. event: 24.25. May 2025 Plateliai, Lithuania
COMPETITION: „Baltic Cup windsurfing 2025“ is a traditional international windsurfing competition that takes place annually in a multi-stage race format in Baltic states. Athletes from all three Baltic States - Estonia, Latvia and Lithuania - are widely present and represented. The competition is also open to athletes from other countries and traditionally brings together the strongest Baltic States' windsurfers in different age groups and windsurfing classes. The winners of the competition shall be determined in the sum of all stages and they shall be crowned champions of the respective year of the „Baltic Cup windsurfing“
1. Rules
The event will be governed by the rules as defined in:
1.1. Racing Rules of Sailing (RRS) 2025-2028. Rules.
1.2. Racing Rules of Sailing Windsurfing fleet racing edition (RRS WFRE). Rules
1.3. The Class Rules and guidelines of the participating classes shall apply:

1.3.3.1. Competitors of IQFoil U17 (U15) scoring groups can use any production sail, boom, mast, board or foil meeting IQFoil class requirements of size and material limitations in respective scoring group. Maximum board width is 1000mm.
1.3.3.2. In IQFoil Open scoring group it is allowed to use one equipment set for event of any size or production sail, boom, mast, board and foil. Equipment must be listed at competition entry form.
1.4. If there is a conflict between languages the English text will take precedence.
1.5. If there is a conflict between the NoR and class rules, Notice of the race takes precedence.
1.6. If there is a conflict between the SI and any other document governing the event the Sailing Instruction shall take precedence.
2. Sailing Instructions
Sailing Instructions will be available online at manage2sail.com, and/or at the Race Office and on official notice board no later than until the opening of the championship.
3. Communication
As the official online notice board dedicated WhatsApp group may be created and used. Results will be available online at manage2sail.com. platform.
4. Eligibility and Entry
4.1. All entries shall meet the requirements of World Sailing Regulation 19 - Eligibility Code.
4.2. Competitors who are Latvian nationals must hold a valid athlete's license issued by the Latvian Sailing Union at the time of the championship.
4.3. Latvian nationals must also have an LVA-assigned athlete’s number (exception: athletes in the Minim 3.5 group may participate in the championship without an LVA-assigned number, provided that the number used by the competitors in this group does not match any other registered competitor’s number in the championship).
4.4. Competitor should be at appropriate age of respective class or division.
4.5. Competitor should have valid third-party insurance.
4.6. Competitors who qualify for the championship must REREGISTER ONLINE until 11:00PM, May 24, 2025.

If a competitor has not registered using this link by 12:00 PM, June 05, 2025, they can also complete their registration at the race office by paying an increased participation fee in accordance with section 5.4. of this NoR.
4.7. The following shall be presented/submitted upon registration at race office before event:
A) Original Entry Form: LINK TO PRINTABLE ENTRY FORM
B) Evidence of valid third party insurance.
C) Proof of age.
D) Parental Permission Form - for under the age of 18.: LINK TO PRINTABLE PARENTAL PERMISION FORM
4.8. Approving participation, for competitors younger than 18 document of acceptance of responsibility should be submitted at the race office. Meant in this NoR paragraph 4.7. It should be signed by parent and/or person in charge.
4.9. Competitor’s registration is not completed before payment of entree fee and completion of requirements of paragraph 4.7. and 4.8. of this notice of race.
5. Entry fee
5.1. The required entry fee with online registration for adults (age 18 and older): 50,- EUR
5.2. The required Youth entry fee (under age of 18) with online preregistration : 30,- EUR
5.3. All entry fees shall be paid at event race office first day of competition during registration in cash. Entry fees are subject of no return in case of inappropriate weather conditions or any other reason that results in race suspending or cancelation.
5.4. The organizer is not responsible for any costs incurred by the non-acceptance of Competitor’s registration.
6. Classes and age divisions
6.1. Techno293 class and age divisions/scoring groups:
6.1.1. Minim 3,5 (with sail up to 3,5 m2) – shall be under 13 years of age (born in or after 2013).
6.1.2. U13 – shall be under 13 years of age (born in or after 2013).
6.1.3. U15 – shall be boy under 15 years of age (born in or after 2011)
6.1.4. U15 – shall be girl under 15 years of age (born in or after 2011)
6.1.5. U17 – shall be boy under 17 years of age (born in or after 2009)
6.1.6. U17 – shall be girl under 17 years of age (born in or after 2009)
6.1.7. OPEN - born in 2008 or earlier.
6.2. IQFOIL class and age divisions/scoring groups:
6.2.1. U15 – shall be boy under 15 years of age (born in or after 2011). U15 and U17 boys compete together. A U15 participant can also win in the U17 group.
6.2.2. U 15 - shall be girl under 15 years of age (born in or after 2011). U15 and U17 girls compete together. A U15 participant can also win in the U17 group.
6.2.3. U17 – shall be boy under 17 years of age (born in or after 2009)
6.2.4. U17 – shall be girl under 17 years of age (born in or after 2009)
6.2.5. U19 – shall be man under 19 years of age (born in or after 2007)
6.2.6. U19 - shall be woman under 19 years of age (born in or after 2007)
6.2.7. U23 – shall be man under 23 years of age (born in or after 2003)
6.2.8. U23 - shall be woman under 23 years of age (born in or after 2003)
6.2.9. Men

6.3. IQFOIL Open class and scoring groups:
6.3.1. Men

6.3.3. GM- Grand Master shall be 50 years of age or ollder (born in or after 1974)
6.4. RACEBOARD class and scoring groups:

7. Race Format
7.1. Depending on number of competitors male and female, boys and girls may start together.
7.2. In IQFOIL class U15 and U17 groups are starting seperate from adults, U19 and U23.
7.3. IQFOIL and IQFOIL Open classes are starting and racing together. (One fleet principle!) (Except for the IQFOIL class U17 and U15 scoring groups, which compete separately)
7.4. The maximum number of races per board class per day is 6 races in the course distance and 8 races in the slalom distance for all classes except Techno 293 (max. 4 races per day)
7.5. Two races are required to validate the event for particular scoring group.
8. Advertising
8.1. Participants may be required to display advertising chosen and supplied by the organising authority. World Sailing Regulation 20 „Advertising Code” shall apply.
8.2. Competitors may be required to set camera and tracing devices on their boats without extra costs for competitors.

10. Equipment and equipment inspection
10.1. Equipment inspection can be done any time during Championship.
10.2. Windsurfing Sail Numbers. WCR Appendix G applies.
10.3. Each participant is responsible for the compliance of his / her inventory with the class rules.
10.4. Access to equipment can be limited during particular hours, including night time.
10.5. Boards should be hauled in and hauled out at places appointed by the Organizing Authority.
11. Racing areas
11.1. Racing areas will be described in Sailing Instructions.
12. Protest Committee
Protest Committee will act according to RRS 91(a). Their decisions can be disputed according to RRS 70.1.
13. Scoring
13.1. RRS WFRE Appendix A will apply for results calculation.
13.2. IQFoil Class Racing Policies and Guidelines will also apply for results calculation in IQFoil and IQFoil Open classes
13.3. All registered competitors in the iQFoil class (except those in the U17 and U15 groups, whitch compete separately) will automatically participate in the iQFoil OPEN class/scoring group.
13.4. All registered participants in the IQFOIL U23 class automatically participate also in the IQFOIL man or woman scoring group accordinng to their gender.
13.5. Discards will be made in folowing order:
1-2 races: 0 discards
3-7 races: 1 discard
8-15 races: 2 discards
16+ races: 3 discards
13.6. In case of equal points after all 4 stages higher place in series takes athlete with higher place in Final stage of series.
14. Prizes
14.1. The winners of each stage in different classes and divisions will be awarded with title of „Baltic Cup windsurfing 2025“ stage 1,2,3,or 4 winner. The stage winners as well as second and third place of the class/scoring group in each stage of series will be awarded a diploma and a medal. The winners of each stage in different classes/scoring groups can be awarded prizes.
14.2. The winners of joint rating for all 4 stages in each class and division will be awarded the title of Champion and Cup winner of the „Baltic Cup windsurfing 2025“. The champions of „Baltic Cup windsurfing 2025“ according to joint rating of the class and division will be awarded a diploma and a Cup. The winners of joint rating for all 4 stages in each class and division can be awarded prizes.
15. Support boats
15.1. All support boats must be registered in the Race Office.
15.2. Driver of the support boats should have valid skipper’s licence and valid third party insurance.
15.3. Every support boat driver shall use K*ll cord all time when on water.
16. Safety
16.1. According to RRS rule 40.1 competitors and crews of support boats shall wear personal floatation devices when on water. This rule doesn’t no apply ashore.
16.2. Personal floatation devices of each competitor and crews of support boats should comply with standard ISO 12402-5 (level 50). All foil classes shall wear impact vest and helmet.
16.3. Part 3 of the RRS WFRE states: “The responsibility for a board’s decision to participate in a race or to continue to race is hers alone.” Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor and/or his/her parent and/or person in charge agrees and acknowledges that:
a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves and their board to such inherent risk whilst taking part in the event;
b) They are responsible for the safety of themselves, their board and their other property whether afloat or ashore;
c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions.
17. Media rights
17.1. Race officials, support persons and competitors registered for the Championship accept that the Organizing Authority has rights to store, to review and publish registration data declared in entry form, as well as video and photo materials shooted during the Championship.
17.2. The audiovisual material and data obtained may be used to reflect the events in the media, the internet, advertising and other purposes of the organiser of the event, without any compensation or claim on the part of the participant or its legal representatives.
18. Disclimer of liability
18.1. The Organizing Authority or any of Officials, representatives or sponsors will not accept any liability for material damage or personal injury, or death sustained in conjunction with or prior to, during, or after the Championship.
18.2. Competitors participate in the Championship entirely at their own risk. See RRS 3, Decision to Race.
19. Insurance
19.1. Each competitor and driver of support boat must have valid third-party liability insurance.
