This seminar will explore how parliamentary committees in Canada function and evolve. It will examine the roles of parliamentarians, parliamentary staff, and public servants in committee work, including how public servants prepare for appearances while maintaining political neutrality. The panels will also explore the impact of minority governments, digital tools, and emerging technologies, with comparative insights from other legislatures.

Opening Parliament

Legislative assemblies play an essential role in democratic life. However, citizen involvement within them can be limited by a number of factors. On the one hand, the mechanisms that enable members of the public to participate actively in parliamentary institutions remain largely unknown. On the other hand, difficulties accessing institutions and parliamentarians limit the development of an in-depth understanding of their inner workings. This seminar will therefore examine these issues and look at how institutions can facilitate both citizen engagement within them and the study of how they operate.

AI and Misinformation

Artificial Intelligence (AI) is playing an increasingly influential role in society, including in the work of parliamentarians. From shaping social media engagement to enabling the spread of misinformation, AI presents both opportunities and risks. This seminar will examine how misinformation, often driven by AI, affects parliamentarians and explore how these tools may be used by foreign or malicious actors.

Ce séminaire se penchera sur le fonctionnement et l'évolution des comités parlementaires au Canada. Il examinera les rôles des parlementaires, du personnel parlementaire et des fonctionnaires dans le travail en comité, y compris la façon dont les fonctionnaires se préparent à comparaître tout en maintenant une neutralité politique. Les panels exploreront également l'impact des gouvernements minoritaires, des outils numériques et des technologies émergentes, avec des comparaisons avec d'autres législatures.

Ouvrir le Parlement

Les assemblées législatives jouent un rôle essentiel dans la vie démocratique. Toutefois, l’implication citoyenne au sein de celles-ci peut être limitée par plusieurs facteurs. D’une part, les mécanismes qui permettent une participation active des membres du public au sein des institutions parlementaires demeurent largement méconnus. D’autre part, les difficultés d’accès aux institutions et aux parlementaires limite le développement d’une compréhension approfondie de leur fonctionnement. Ce séminaire examinera donc ces enjeux et s’intéressera à la manière dont les institutions peuvent faciliter à la fois l’engagement citoyen en leur sein et l’étude de leur fonctionnement.

L’IA et la désinformation

L'intelligence artificielle (IA) joue un rôle de plus en plus influent dans la société, y compris dans le travail des parlementaires. Qu'il s'agisse de façonner l'engagement sur les médias sociaux ou de faciliter la propagation de la désinformation, l'IA présente à la fois des opportunités et des risques. Ce séminaire examinera comment la désinformation, souvent alimentée par l'IA, affecte les parlementaires et explorera comment ces outils peuvent être utilisés par des acteurs étrangers ou malveillants.
