(Hagerstown, MD) The Friends of DBHM are proud to present the 2025 Masquerade Ball With A Cotton Club Twist, a glamorous evening of celebration, community, and culture. This event kicks off the 2025 Juneteenth festivals and a fundraiser for the Doleman Black Heritage Museum.
In Memoriam
The 2025 Juneteenth Celebration-Hagerstown is dedicated to the memory of Deacon Cesar E. Rivera III (1973–2024) and Tirzah D. Johnson (1993–2024) — two beloved individuals whose lives touched so many in our community. Deacon Rivera’s faith, leadership, and unwavering commitment to service left a lasting spiritual legacy, while Tirzaa’s radiant light, compassion, and advocacy inspired all who knew her. We honor their memories with deep love and gratitude, carrying forward the values they lived by—faith, kindness, and justice for all.
Featuring: The soulful R&B sounds of Sulena Olivia and Company. Sulena Olivia Morris is a multi-talented artist, visionary, and powerhouse of presence. As a singer-songwriter, she weaves heartfelt stories of love, growth, and empowerment into every performance, captivating audiences with her magnetic spirit. Beyond the stage, Sulena is a passionate advocate for wellness and social impact, trusted by solopreneurs and organizations alike.
Master of Ceremonies: Mr. Darryl Green, Systems Administrator for the Asia SiVon Cottom Memorial Scholarship Foundation, retired D.C. firefighter, and founding member of the Friends of DBHM.
DJ Services by: Anthony "Tony" Flournoy, owner of Full Throttle Entertainment, known for tailoring music experiences that reflect his diverse roots and exceed client expectations.
Honoring:
Mr. David A. Washington is the recipient of the 2025 DBHM Community Achievement Award. Washington is a distinguished professional in substance use disorder treatment and trauma-informed care. A cancer survivor and trauma advocate, his work spans nationally recognized programs and institutions, inspiring countless individuals and advancing compassionate behavioral health practices.
Ms. Phoebe D. Harris is celebrating her milestone 60th birthday. Ms. Harris is the President of the Doleman Black Heritage Museum and a member of the Allentown, PA, School District Board of Education. She chairs the Policy and Building Committees, serves on the Finance and Athletic Committees, and represents the district on the Allentown Public Library Board. A tireless community advocate, she also volunteers for the NAACP Allentown Chapter and believes in the power of education to change lives.
Military Valor Award Recipient: U.S. Navy Master-at-Arms 2nd Class Mark A. Mayo (posthumously). A true American hero, MA2 Mayo was killed in the line of duty while courageously protecting a fellow service member during a shooting at Naval Station Norfolk in 2014. A native of Hagerstown, Mark’s bravery and sacrifice will be honored with the Military Valor Award during the evening’s program.
