PUBLIC HEARING - PROJECT GREEN MOUNTAIN DATA CENTER
A new industrial scale data center campus has been proposed in Archbald.
This hearing is part of the formal approval process for Project Green Mountain, a large data center development proposed along the Casey Highway corridor.

What Is Being Proposed?
Project Green Mountain includes:
- Seven (7) two-story data center buildings
- Approximately 138,000 square feet per building footprint (276,000 square feet total per building)
- Backup generator yards supporting the campus
- A PP&L-owned switchyard and customer substation
- Large stormwater detention basins designed for storage and reuse
- Internal secured access drives and emergency access routes
- A boulevard-style entrance to Salem Road (SR-1012) providing access to the campus
- Development across approximately 270 acres of land
The proposed site is located on the east side of the Casey Highway (SR-6) on land that was formerly quarried.
The project spans multiple zoning districts including:
- Mining (M)
- Coal Mining (CM)
- Resource Conservation (R-C)
- Commercial / Light Industrial (C/LI)
The property is also located within the Data Center Overlay District adopted in November 2025.
Why This Hearing Matters
This hearing is part of the conditional use approval process required under the borough zoning ordinance.
During these hearings:

Borough officials evaluate compliance with the zoning ordinance
Testimony becomes part of the official legal record
Conditional use approval is not automatic.
The applicant must demonstrate compliance with every required standard in the zoning ordinance and data center overlay district, including:

If the applicant fails to meet required criteria, Borough Council has the authority to deny the application.
