What is pauper?
Pauper is a 60 card constructed format where only common cards are legal, the extreme availability of most commons leads decks to typically range under $100, and is a fantastically cheap way to play 60 card!
As a 60 card format, the deckbuilding limit is no more than4x of each card, unless otherwise stated in the rules text of the card or basiclands.
Tournament structure is as follows
3 rounds of Swiss-paired matches, which consist of 1v1 matches, with a winner of these match-upsbeing determined by best of 3.
prizes are, as stated above, 1 play booster pack per win of a non premium set.
What defines a common for legality?
A common card is legal only if it has been printed in anormal magic product, for example, a promotional card that happens to be a common will not make a card legal unless it was already printed as a common in a normal product
