Economic Development & Lender Relations Specialist, U.S. Small Business Administration – Philadelphia District Office
Kimberly B. Stout serves as the Economic Development & Lender Relations Specialist at the U.S. Small Business Administration (SBA) in the Philadelphia District Office, a role she has held since October 2013. In this capacity, Kimberly works to promote SBA lending programs and cultivates a strong network of partners dedicated to supporting, promoting, and protecting small businesses throughout the region.
Before joining the SBA, Kimberly was the Business Development Director at the Community Action Development Corporation of Allentown. There, she trained and mentored small business owners and aspiring entrepreneurs, guiding them through the process of launching and sustaining their businesses. Her focus areas included business planning, marketing, and accessing financial resources.
Kimberly brings firsthand entrepreneurial experience to her work, having previously owned and operated a restaurant in Shippensburg, Pennsylvania. This hands-on perspective gives her unique insight into the challenges and opportunities faced by small business owners.
She holds a bachelor’s degree in Geography/Regional Development and a master’s degree in Organizational Development and Leadership, both from Shippensburg University of Pennsylvania.
Kimberly is a passionate advocate for small business growth and economic empowerment, especially in underserved communities, and continues to be a trusted resource and connector in the SBA ecosystem.
