The Home Energy Assistance Program (HEAP) is a federally funded program that provides eligible Ohioans assistance with their home energy bills. Representatives from Community Action will be at the Pomeroy Library to help fill out HEAP applications.

The Gallia Meigs Community Action Agency will be at the Pomeroy Public Library on Monday, August 11, 2025 from 9:00 AM until 1:00 PM. We will process SCP, Pipp Plus and regular HEAP applications at this time.
The Summer Crisis Program (SCP), also sometimes called E-HEAP, provides eligible Ohioans assistance paying an electric bill, air conditioners/fans and/or assistance paying for central air conditioning repairs.
The Summer Crisis Program assists:
• Low-income households with a household member (60 years or older);
• Low-income households with disconnects, have been shut off, establishing new service for electric (medical documentation not required)
• Low-income household, where all members are under 60 years of age, will need Physicians documentation stating that client, because of their health, would benefit for summer crisis help if not in disconnect status.
The Pipp Plus application is for AEP and/or Columbia Gas customers. Pipp is based on monthly income and is either 10 or 5 percent of monthly income (less any medical insurance premiums and/or child support paid out).
The HEAP program provides a credit once per winter heating season towards a household’s primary heating source. Credits usually begin coming from the state in January or February of the following year.
Clients need to have copies of the following documents with them to complete the application:
• Copies of their most recent energy bills, both gas/bulk (if used as main heating source) and electric bill
• A list of all household members, dates of birth and proof of income for the last 30 days or 12 months for each member, (PAY STUBS MUST INCLUDE NAME AND ADDRESS OF EMPLOYER)
• Copies of Social Security card or Birth Certificates for all members of the household
• Proof of disability (if applicable)
• Medical statement if under 60 years of age (for SCP only)
