Advancing Just Transition without Deepening Inequalities
A panel discussion on how NDCs can reinforce locally led adaptation, inclusive climate planning and climate finance for a just transition.

About this Event

As countries submit updated Nationally Determined Contributions (NDCs) ahead of COP30, this panel will examine how NDCs can reinforce locally led adaptation, inclusive and participatory climate planning, and climate finance for a truly Just Transition.

Drawing on Oxfam’s expertise in addressing inequality, CAN International’s knowledge on global climate policy, and views from the frontline of activism, the panel will assess:

  • The extent to which NDCs are reaching the needed ambition and addressing equity and local participation in the design and implementation of climate plans.
  • How NDCs can play a key role in shifting power to frontline communities, and how more accessible climate finance can support this.
  • What is needed from governments and international institutions to ensure climate commitments align with justice and human rights.

This event is hosted by Ashfaq Khalfan; Oxfam America's Director of Climate Justice with a panel consisting of:

Thomas Reeve is Climate Justice Advisor of Oxfam. He currently acts as Oxfam's focal point for Nationally Determined Contributions (NDCs), coordinating roughly 20 Oxfam country offices and affiliates in engagements with governments on their climate plans. He also looks closely at the relationship between climate change, conflict, and fragility, including from a policy perspective.

Marinel Ubaldo is a climate activist from the Philippines, who is currently living in the US. Her journey into climate activism began after experiencing first-hand the effects of Typhoon Haiyan in 2013. Marinel organized the first climate strike in her country. She advocates for a ban on single-use plastics, the reduction of carbon emissions and a just energy transition.

Jacobo Ocharan is head of Political Strategies at CAN International and has extensive experience working on Disaster Risk Reduction, Risk Management and Climate Action. In his role at CAN he leads the strategy development and anticipate and manage risks related to international political developments.
