You are invited to join the World Affairs Council of Miami on Wednesday, August 27 from 11:00 AM to 1:00 PM for a timely and thought-provoking conversation on U.S.–El Salvador Relations and the Second Trump Administration with Her Excellency Milena Mayorga, Ambassador of El Salvador to the United States.

Presented in partnership with the Miami-Dade County International Trade Consortium, this program is part of our Mark Samuelian Distinguished Speaker Series and will be hosted at Miami Dade College – Wolfson Campus in collaboration with the Miami Dade College Honors College.

The United States and El Salvador share deep and dynamic ties shaped by geography, commerce, security, and a vibrant Salvadoran-American diaspora. As the second Trump administration advances its economic policies, as well as its posture toward the Western Hemisphere, El Salvador has emerged as one of Washington's key partners in the region.

The conversation with Ambassador Mayorga will offer a unique perspective on the bilateral relationship and explore El Salvador’s far-reaching public policy reforms, including its innovative economic strategies aimed at attracting investment, fostering technological advancement, and strengthening long-term development. The discussion will also touch on recent gains in security, the country’s expanding commercial relationship with Florida, and new opportunities for bilateral collaboration in trade and innovation.

This is a rare opportunity to hear directly from El Salvador’s top diplomat in Washington at a pivotal moment for both nations. We hope you will join us for this engaging and timely discussion on El Salvador’s transformation and its implications for the Western Hemisphere.

Speaker bio:

  • Her Excellency Milena Mayorga was named Ambassador of El Salvador to the United States on September 23, 2020 by President Nayib Bukele. Ambassador Mayorga presented her credentials on December 15th, 2020. Before arriving in Washington, Ambassador Mayorga served as a Member of the Legislative Assembly of El Salvador from 2018 to 2020. Throughout her time as a legislator Ambassador Mayorga was a member of the Committee on Children and Gender Equality, in both, the Legislative Assembly and the Latin American and Caribbean Parliament (PARLATINO). Moreover, Ambassador Mayorga was a member of the Committee on Foreign Affairs. Ambassador Mayorga is committed to the fight against corruption. During her time in Congress, she introduced an anti-corruption bill. Additionally, Ambassador Mayorga supported the creation of the Permanent Commission against Corruption, the creation of the International Commission against Impunity in El Salvador, and a Law for the Repatriation of Stolen or Evaded Capital. In regard to foreign relations, Ambassador Mayorga supported the creation of a Special Commission to Monitor the Situation of Salvadorans residing in the United States before the termination of Temporary Protected Status, a Law for the Exercise of the Vote from Abroad in the 2021 Salvadoran Legislative Election, a Reform of the Migration and Immigration legislation and Ratification of the Treaty on the Prohibition of Nuclear Weapons. Ambassador Mayorga has actively promoted women’s equity, health and environmental initiatives. Before assuming her position as Ambassador, she presented in Congress a bill to facilitate access to credit for women entrepreneurs and business owners, with a special focus on women who have been victims of domestic violence; additionally, she presented a Law for the Comprehensive Care of Cancer Patients. In regard to promote awareness of environmental protection, Ambassador Mayorga presented the first Law for the Prohibition of the Use of Polyethylene Plastic Bags and other initiatives to eliminate single-use plastic. By last, Ambassador Mayorga voted during 2020 in favor of all the proposals by the government of President Nayib Bukele in terms of loans, fiscal and health measures related to COVID-19 to the protection of the population and vulnerable groups. Ambassador Mayorga holds a degree in Communications, completed additional studies at Tulane University in Louisiana and earned a certificate in theology at the Institute For Theology By Extension (INSTE). Furthermore, Ambassador Mayorga had studied about Central American Integration by INCEP in Guatemala. Prior to entering Congress she developed a successful career in marketing and communications. Ambassador Mayorga is married and has two children.

Moderator bio:

  • Aaron Rosen serves as President and Founder of the World Affairs Council of Miami, where he is responsible for standing up the Council and executing its programs, development, and strategic vision. He is a Term Member of the Council on Foreign Relations and a 2024 Eisenhower Fellow, during which he researched disinformation, media literacy, and democratic resilience in Eastern and Northern Europe. In addition to his policy work, Aaron imports building supplies to Florida. Prior to founding the World Affairs Council of Miami, Aaron researched international technology policy and Russian affairs with the Alfa Fellowship Program in Moscow. He previously worked as a Washington, D.C.-based specialist in U.S. foreign policy for MUFG Bank, formerly the Bank of Tokyo-Mitsubishi UFJ, and completed a graduate fellowship with the European Parliament in Brussels. Aaron has experience working with various legislative and diplomatic bodies, including the U.S. Congress, German Bundestag, Australian House of Representatives, Canadian House of Commons, Luxembourg Chamber of Deputies, Embassy of Mexico in the United States, and the European Parliament Liaison Office to the U.S. Congress. Aaron earned a dual masters in U.S. foreign policy and international history from the George Washington University and the London School of Economics, and holds a bachelors in international relations and comparative politics from the University of Central Florida. Aaron was born in Southern California and raised in South Florida. He speaks German, Spanish, and intermediate Russian.
