Lester Ingol serves as Chief Operating Officer at Blue Line Global, bringing over a decade of distinguished federal service and executive leadership experience to the role.

Prior to joining Blue Line Global, Ingol spent more than 10 years with the Federal Emergency Management Agency (FEMA), where he held several senior executive positions. Most recently, he served as Assistant Administrator for the Office of Business Management within FEMA's Resilience directorate, overseeing multi-billion-dollar budget operations and providing strategic direction for all business operational activities including procurement, human capital, IT, and disaster readiness coordination.

Throughout his FEMA tenure, Ingol demonstrated exceptional versatility and leadership, serving in critical roles including Acting Chief Security Officer, where he directed agency-wide security programs and policy development, and Deputy Chief Component Procurement Officer, managing complex federal acquisition operations. His earlier experience as Director of FEMA contracting operations and Deputy Director for Preparedness and Internal Operations further solidified his expertise in large-scale program management and strategic planning.

Ingol's extensive background in federal operations, budget management, procurement, and organizational leadership makes him uniquely qualified to drive operational excellence and strategic growth in the private sector. His proven ability to manage complex, mission-critical operations while advising senior leadership on policy and strategic matters brings valuable insight to Blue Line Global's continued expansion and client service delivery.


James Santo is a highly versatile former senior leader in the federal government, leveraging extensive experience in leading highly visible IT Programs and cybersecurity projects across DHS, CBP, USCIS and ICE. As the founder of Celeress LLC, James focuses on helping government contractors enhance their business growth within the federal landscape through strategic consulting, advising on approach, and connecting clients with his expansive network. With expertise in program management, requirements gathering, and emerging technologies, he has a proven track record of revitalizing underperforming programs, integrating Lean Agile practices, and driving teams toward mission-critical goals. Known for his exceptional leadership and communication skills, James consistently empowers teams, boosts productivity, and delivers high-impact results in federal operations and service delivery.

James’s area of Expertise is IT Operations and Solution Delivery at Immigration and Customs Enforcement (ICE), Customs and Border Protection (CBP), and US Customs and Immigration Services (USCIS).


Brannan Villee currently serves as the Strategic Program Manager for Critical Infrastructure Security and Resilience Research (CISRR) at the Science & Technology Directorate of DHS. Brannan has worked in DHS program management since 2010, with programs that range across research and development, process automation, workflow improvement, staffing, budget, event planning, and other areas. She is regarded as highly skilled in long-term planning and program effectiveness evaluation and administers complex, long-running contracts with performers. Prior to joining DHS, Brannan worked for six years with Xerox as an Account Manager supporting federal civilian agencies in Washington, DC. In addition to her experience at Xerox, she has worked as a Marketing Product Manager in the Consumer Packaged Goods and Financial Services industries and as an Advertising Account Executive. Outside of the office, Brannan founded and ran the Kickball League of Baltimore from 2001-2015, leading its growth to over 6,000 members and 350 teams in cities around the US.

Brannan earned her B.A. from the University of Virginia and is accredited as a Program Management Professional (PMP) and a DHS Acquisition Program Manager. She graduated from the DHS Next Generation Leadership Development Program in 2016 and the Partnership for Public Service’s Excellence in Government Program in 2019. She has served as a DHS Mentor and was a founding member of the S&T Employee Council. Brannan was recognized for her outstanding work at the DHS Science & Technology Directorate with the Under Secretary’s Award for Program Support in 2015 and 2019, the Under Secretary’s Award for Collaboration in 2016, 2021, and 2024, and the Under Secretary’s Award for Commitment to Service in 2021. She also received the Secretary’s Gold Medal Award in 2022 for her work on DHS’s Operation Vaccinate Our Workforce. Brannan lives in Gambrills, Maryland with her husband and their two daughters. She is actively involved in her community and has been a Girl Scout troop leader and youth sports coach since 2015.


Mia Jordan is an Industry Advisor and Digital Transformation SME with Salesforce, where she partners with public sector leaders worldwide to accelerate AI adoption, strengthen data strategies, and scale digital transformation. Since 2021, she has supported governments across North America, Europe, and Asia-Pacific in modernizing service delivery, unifying platforms, and building trust with the communities they serve.

A USAF veteran and former two-time Federal CIO, Jordan led modernization at Federal Student Aid (U.S. Department of Education) and USDA Rural Development, bringing more than a decade of executive leadership in government. Her expertise in driving large-scale technology adoption and cultural change is rooted in over 13 years working with Civilian, Intelligence, and Department of Defense agencies on complex transformation programs.

Jordan continues to influence the global public sector market by helping leaders balance innovation with accountability and create the conditions for governments to deliver with both efficiency and humanity.
