COURSE DESCRIPTION:
This course is designed to provide participants with tools and techniques for conducting crowd
management and crowd control. Participants will engage in scenario-based activities designed to
expand their ability to resolve risks related to crowd management and crowd control. The training is
applicable across the United States regardless of the venue size, capacity, or type of event.
PARTICIPANT CRITERIA:
This course is designed for any individual involved in emergency management planning from
both public and private agencies. The intended audience for this course includes but is not
limited to:
Directors of local response agencies
Department Heads/Chiefs from:
o Emergency Management
o Fire
o Law Enforcement
o Emergency Medical Service (EMS)
o Hazardous Materials (HazMat)
o Public Works
o Public Health
o Governmental Administrative
Public Information Officers (PIOs)
Resident federal agency representatives (FBI, BATF, Secret Service, FEMA, TSA)
College and University Representatives
School District Superintendents
PREREQUISITE:
There are no prerequisites for this course.

The Campbell County Office of Emergency Management and the Kentucky Office of Homeland Security are sponsors for this Course. This course was developed in a partnership effort between the University of Southern Mississippi’s National Center for Spectator Sports Safety and Security (USM/NCS4) and the TEEX National Emergency Response and Recovery Training Center (NERRTC).
INSTRUCTIONS:
1) Course enrollment maximum is 40 participants.
2) There are no course fees.
3) Pre-registration is required by July 25, 2025.
