We will be joined by Penny Paul, Tobacco Education Specialist for the City County Health Department! She will be chatting with us about the Montana Tobacco Use Prevention Program (MTUPP). The MTUPP aims to address the public health crisis caused by tobacco/vaping use, particularly among young people. The program offers resources such as model policies, no-cost signage, and assistance for organizations seeking to go tobacco-free. It focuses on community capacity building, policy development, and a comprehensive tobacco quit line for all Montanans.
Penny has extensive experience -- from 1987 to 2008, she was the Regional Grants Manager for the Office of Corporate Contributions/Weyerhaeuser Company
Foundation at Weyerhaeuser’s’ Corporate Headquarters in Federal Way, WA. The Foundation distributed $10 million dollars each year (and more for special projects) in 40+ states. Provided
technical assistance to 160 Weyerhaeuser facilities across the U.S. with grant dollars allocated to them from the Foundation. She also coordinated foundation dollars to Weyerhaeuser areas
during times of natural disasters and managed the foundations scholarship program for children of employees.
She then went on to work as the Health Promotion Specialist with Prevention Services Division for the City-County Health
Department in Great Falls, MT from 2009 until May 1st, 2025, when she began her new role. Within the scope of her work, she developed, implemented, and mentored worksites in worksite well-being and health promotion. The work is funded through a grant from the State of Montana Chronic Disease Prevention and Health Promotion Bureau (CDPHPB). She also provided technical assistance to 12 other Health Promotion Specialist at local
health departments across the state for the Chronic Disease Program Health Promotion Bureau.
