Below is an overview of the program, class schedules, and a description of each night’s agenda.

Citizens Academy Goal: To provide an opportunity for residents of the City of Globe to understand better the City operations, services, and programs we provide, as well as the Council authority and legal restrictions in which the City must operate.
Citizens Academy Structure: Each Wednesday, 20 participants will attend seven 2-to-3-hour classes over seven weeks. A different member of Council will host each class and will highlight the activities and challenges of other City departments. Participants will hear a presentation from the Department Director, ask questions, and participate in special activities. At the end of the seven weeks, participants will take part in a graduation ceremony held during the next scheduled Council meeting.

• Week 1- September 17, 2025- 6 to 8 pm: Council/Manager Overview -City Hall Council Chambers
• Week 2- September 24, 2025 - 6 to 8 pm: Library, Active Adult Center, Besh Ba Gowah – Active Adult Center
• Week 3—October 1, 2025 - 6 to 8 pm: City Clerk, Administration, Finance-City Hall Council Chambers
• Week 4—October 8, 2025- 6 to 9 pm: Police Department-Globe Police Department
• Week 5—October 15, 2025 - 6 to 8 pm: Public Works Department – Public Works Building
• Week 6—October 22, 2025- 6 to 8 pm: Fire Department – Globe Fire Station
• Week 7 – October 29, 2025– 6 to 8 pm: Economic and Community Development -City Hall Council Chambers
• Graduation Event – November 12, 2025: 6 pm: City Council Meeting – City Hall Council Chambers
Citizens Academy Class Details:
• Week 1—September 17, 2025- 6 to 8 pm: Council/Manager Overview

Presenters: Mayor Al Gameros and City Manager Paul Jepson
Topics: Learn about the City Council structures, Council-Manager form of Government,
Location: City Hall Council Chambers
• Week 2—September 24, 2025- 6 to 8 pm: Library, Active Adult Center, Besh Ba Gowah Presenters: Globe Librarian Rayel Starling, Besh Ba Gowah Museum Manager Leana McGill, and Active Adult Manager Tamara Guerin.
Host: Councilman Jesse Leetham
Topics: This will be a mobile session where Participants will visit the Library, AAC, and Besh Ba Gowah. Participants will learn how vital the Globe Library and AAC are to our community and the many services each provides.

• Week 3—October 1, 2025 - 6 to 8 pm: City Clerk, Administration, Finance

Presenter: City Clerk Shelly Salazar and Finance Manager Dani Bethard
Topics: Elections and Clerk responsibilities. Municipal Finance and Budget.
Location: City Hall Council Chambers
• Week 4—October 8, 2025- 6 to 9 pm: Police Department.
Host: Councilman Freddy Rios
Presenters: Chief Dale Walters
Topics: Learn about enforcement responsibilities, staffing levels, training, equipment requirements, and how to maintain public safety in the current environment.
Location: City Hall Council Chambers and Globe Police Station
• Week 5—October 15, 2025 - 6 to 8 pm: Public Works Department
Host: Councilman Mariano Gonzalez
Presenter: Public Works Director John Angulo
Topics: The core functions of any City are to provide water, remove sewage, and maintain road systems as part of a comprehensive infrastructure plan. Providing infrastructure in a 100-year-old City surrounding a mining site can be challenging. Location: Globe Fire Station
• Week 6—October 22, 2025- 6 to 8 pm: Fire Department
Host: Vice Mayor Mike Stapleton
Presenter: Fire Chief Gary Robinson
Topics: Learn how firefighters save lives and protect property over a 48-hour period using the latest technology... and the unique challenges faced in the City of Globe.

• Week 7—October 29, 2025 – 6 to 8 pm: Economic and Community Development
Host: Councilman Fernando Shipley
Presenters: Assistant City Manager Linda Oddonetto, Community Development Director
Tony Manfredi
Topics: Understand the needs of the city to manage development, promote economic growth, and enforce building & code standards to optimize the business climate
Location: City Hall Council Chambers
• Graduation November 12, 2025: City Council Meeting- Presentation of Certificates
Topics: Council will recognize the achievements and commitment of the Citizen Academy graduates in learning about the functions of City Government

APPLICATION:
Citizens Academy Participants Requirements: To participate in the Citizen Academy, you must be at least 18 years old and have a desire to learn more about City government. Signups will be considered based on a first-come-first-served basis.
Citizens Academy Graduation Requirements: To graduate, you must:
1) attend five of the seven class sessions
2) attend two qualifying City events, * including one Council meeting and one other qualifying event, and
3) attend the graduating event.

• City Council Meeting (Mandatory)
• City Work session
• P & Z meeting
• Board of Adjustment Meeting
• HPAC meeting
• Library Committee Meeting
• PSPRS Meeting
• The Mayor’s State of the City Adress
• Special Council Quorum Appearances (Town Halls, Joint Meetings, Flooding, etc.)

Applications are accepted on a first-come, first-served basis. If a class fills, you will first have rights to a seat in the next upcoming Citizen Academy class.
