About this Event

Tribal Commercial Law Training 1

Join us at Wild Horse Pass for an interactive training course that highlights the nexus between law and business development. Attendees will learn how legal reforms can lead to and strengthen economic development. Furthermore, attendees will learn how the lessons from law and development apply in Indian Country. Sessions will be led by Native business owners, law professors, attorneys, and economists.

Tribal Commercial Law is a practical course designed for tribal leaders, tribal judges, and those who do business in Indian Country.

Federal Indian Law and Economics
Host: Adam Crepelle

Info: Adam Crepelle is a Professor of Law at Loyola School Law at University Chicago and co-founder of The ACES School. His research focuses on federal Indian law and policy, particularly economic development and criminal justice. His research emphasizes how many problems in Indian country are a consequence of inefficient federally imposed rules. An article he coauthored, Community Policing on American Indian Reservations, received the 2023 Elinor Ostrom Prize. Professor Crepelle is an attorney licensed in Louisiana and he currently serves as an Associate Justice on the Court of Appeals for the Pascua Yaqui Tribe. He previously served as the Association of American Law Schools Chair of the Indian Nations and Indigenous Peoples Section and as a Campbell Fellow at the Hoover Institution at Stanford University.

Overcoming Barriers to Business in Indian Country

Info: Derrick Watchman is the President of Sagebrush Hill Group LLC and is an experienced financial professional with years of banking, gaming,

economic development and tribal government experience. Through the LLC, he advises tribal financing opportunities, corporate-tribal affairs and economic development. He was a banker with Prudential Capital, Wells Fargo and Chase where he handled primarily Native American banking. He was also the chief executive officer and chief financial officer for the Navajo Nation Gaming Enterprise, the tribal gaming operations. He also serves as Board Chairman of the National Center for American Indian Enterprise Development and as Vice Chairman of the Native American Bancorp Holding Company. He has an MBA from the University of California and a bachelor’s degree from the University of Arizona in finance and accounting.

Info: Jeffery Zhang is an assistant professor of law at the University of Michigan. He teaches and writes on financial regulation, law and economics, and digital assets. Before joining Michigan Law, Zhang served as a senior attorney in the Federal Reserve Board’s Legal Division and, before that, as an economist in the Board’s Division of Supervision and Regulation. He also served in the White House Council of Economic Advisers during the Obama and Biden administrations.

Info: A founding partner at Peebles Bergin Law Firm and nationally renowned for his skills and expertise in all aspects of federal Indian law, Mr. Peebles' career spans a wide range of issues related to federal Indian law over the past 40 years. His expertise encompasses all areas of federal Indian law, including federal/state/tribal jurisdiction, federal trust responsibility, federal statutory obligations, gaming, tribal economic development, federal legislation, tribal government, tribal courts, and tribal enrollment. He has negotiated numerous federal and state contracts, as well as various agreements between tribal and private entities. Additionally, he's filed multiple Administrative appeals at both the state and federal levels and litigated various cases against state and federal entities for breach of contract and other legal violations. He has also prepared documents to implement management, financing, construction, and operating agreements for a range of Indian facilities.

Host: Joseph Austin

Info: A citizen of the Navajo Nation. He is the owner and managing attorney of The Law Office of Joseph Austin, Esq., a duly registered law office on the Navajo Nation. He holds a Bachelor's degree Business Administration and Management. His law degree (JD) is from the University of Arizona, College of Law along with a certificate in Indigenous Peoples Law & Policy. He also has a Master of Laws (LLM) in International Economic Law & Policy with a focus in International Trade. He served four years as an Associate Justice of the SRPMIC Court of Appeals. He was recently appointed to the Court of Appeals in Fort McDowelI and Tunica-Biloxi. Additionally, he co-founded and now serves as the CEO of The ACES School, a 501(c)(3) non-profit organization that focuses on educating Native Nations and anyone else interested on topics relating to tribal economic development, international trade and business, business/corporate law, and federal Indian law.
