The Neighbourhood Plan Review updates the Neighbourhood Plan that was made in July 2018. The purpose of the review is to ensure that the Plan remains up to date, effective, and consistent with current national and local planning policy, while continuing to reflect the priorities of the local community.
Consultation period
The Regulation 14 consultation will run for a minimum of six weeks:
Start date: Monday 26 January 2026
Closing date: Thursday 12 March 2026 (midnight)
During this period, the draft Neighbourhood Plan Review and supporting documents will be available to view on the Parish Council website and in locations within the Parish.
Summary of key policy changes
The Neighbourhood Plan Review does not introduce any new strategic housing allocations and retains the overall spatial strategy of the made plan. The principal changes include:
• Re-structuring and renumbering of policies to improve clarity and usability;
• Introduction of a Local Gap and Landscape, Biodiversity and Loddon Valley policy to strengthen protection against coalescence and safeguard the landscape setting of the Loddon Valley;
• Updating and strengthening design policies, supported by a new Design Code that builds upon the existing Village Design Statement;
• Retention and refinement of policies relating to Local Green Spaces, iconic views, heritage, housing mix, movement routes, and developer contributions, informed by updated evidence and consultation;
• Updates to supporting text to reflect current national and local planning policy, demographic data, and environmental evidence.

Saturday 28 February — 10:00 to 15:00 at Lychpit Community Hall
No booking is required — attendees are welcome at any time during the sessions. These events are an opportunity to discuss aspects of the plan in person and ask any questions you may have ahead of or during your formal review.

Next steps
All representations received during the consultation period will be carefully considered by the Parish Council. Following consultation, the Neighbourhood Plan Review will be finalised and submitted to Basingstoke and Deane Borough Council for independent examination, alongside a Consultation Statement, Modification Statement and Basic Conditions Statement.
