Panel Discussion: AI for National Security — Lessons in Infrastructure, Expertise, and Education from Poland and Ukraine
Artificial Intelligence is no longer just a technological tool — it is becoming a decisive factor in shaping the security, resilience, and competitiveness of nations. For countries like Poland and Ukraine, which stand at the geopolitical crossroads of Europe, AI presents both transformative opportunities and strategic risks.
This panel will explore how AI can strengthen national security when supported by the effective digital infrastructure (computing centers, sovereign AI models), expertise ecosystems (centers of excellence, applied research, and military applications), and education strategies (raising public awareness, embedding digital literacy in schools, and training specialized professionals).
By bringing together academic leaders, practitioners, and policy experts from the Ukrainian Catholic University and Wrocław University of Science and Technology, the discussion will draw comparative lessons on:
— building sovereign and secure AI capabilities for state resilience.
— creating strong research and innovation networks between academia, government, and industry.
— ensuring a balance between military applications and civilian safeguards for both security and democracy.
— educating both citizens and specialists to responsibly and effectively work with AI.
Speakers will share the latest experiences from Poland and Ukraine, reflecting on the urgent need to align infrastructure, governance, and education in order to make AI a true enabler of national security.

Dr. Oleksii Molchanovskyi – Head of Innovation Office, Ukrainian Catholic University; Chair of the Expert Advisory Committee on AI Development, Ministry of Digital Transformation of Ukraine
Dr. Dmytro Sherengovsky – Vice Rector for Outreach and Social Engagement, Ukrainian Catholic University
Dr. Tomasz Kajdanowicz – Head of the Department of Artificial Intelligence, Wroclaw University of Science and Technology
prof. Marek Klonowski - full professor at the Department of Artificial Intelligence at Wrocław Tech. He obtained doctorates in computer science (2006) and mathematics (2009). Author of over 150 international publications, supervisor of several doctoral theses in the field of privacy protection, cryptography, distributed computing and AI. Author of numerous expert reports and manager of numerous scientific and R&D projects. He leads a team conducting research at the intersection of AI and information security.
