Harley D. Balzer, Emeritus Professor at Georgetown University, directed its Russian Area Studies Program (later the Center for Eurasian, Russian and East European Studies) from 1987, after teaching at Grinnell College and Boston University and holding fellowships at Harvard and MIT. A former Congressional Fellow, he played a key role in creating “Title VIII” funding for Soviet and post-Soviet studies. Balzer spent extended periods in the USSR, visited Russia over 50 times, and led Soros’s International Science Foundation. His books include Soviet Science on the Edge of Reform (1989), Five Years That Shook the World (1991), and Russia’s Missing Middle Class (1996).
