Follow Jill P. Carter, Esq.Jill P. Carter is a proud alumna of Hilton Elementary School, where she began her educational journey in Baltimore City. She attended Western High School, one of the city’s oldest and most storied public schools for young women. She went on to earn her Bachelor of Arts degree in English from Loyola University Maryland and later obtained her Juris Doctor from the University of Baltimore School of Law.For more than two decades, Jill has been a tireless advocate for justice, equity, and opportunity. She served in the Maryland House of Delegates for 15 years before being appointed to the Maryland Senate in 2018, where she continues to represent Baltimore with distinction. Known for her bold leadership, she has championed legislation addressing civil rights, education, housing, and economic empowerment.From her earliest days at Hilton Elementary to her work in the halls of government, Jill has remained committed to uplifting her community, amplifying marginalized voices, and building a legacy of service that reflects the values instilled in her as a child in Baltimore’s public schools.
