On Thursday, October 9, 2025 from 5:30 to 6:30 pm, the City of Omaha Planning Department will conduct a Public Hearing. The purpose of this Hearing is to obtain the views of citizens, public agencies, and other interested parties on a substantial amendment to the HOME-ARP Allocation Plan and funding an application to the City of Omaha Section 108 program.
HOME-ARP Allocation Plan: The proposed amendment to Omaha's HOME-ARP Allocation Plan would allow administrative flexibility in awarding funds among the Plan's existing eligible housing and supportive service activities: Development of Affordable Rental Housing; Acquisition and Development of Non-Congregate Shelters; and Supportive Services. The current Plan estimates a funding level for each of the three activities, but awards are contingent on viable applications submitted during a request for proposals (RFP) process. To ensure the strongest projects are awarded funds, all applications submitted in response to an RFP are scored according to a predetermined scoring rubric. Proposed language to be added to the Action Plan would explicitly state that funding levels by eligible housing and supportive activities are targets, with actual funding amounts contingent upon applications received through the RFP process and the scores of those applications. Section 108 Application: An application to Omaha’s Section 108 program has been submitted for a $1 M pre-development loan, in accordance with 24 CFR 570.703(f) and 570.703(l), for site preparation and the installation of public improvements. The pre-development activities would support the development of fourteen (14) new townhomes located at 3202 - 3212 Y Street and 3308 - 3310 Y Street. The construction of townhomes and public improvements are part of Choice Neighborhood Implementation efforts focused on the Southside - Indian Hill area. The Hearing will be held at the South Omaha Public Library, located at 2808 Q St, Omaha, NE 68107. The Hearing will include a brief presentation and time for participants to ask questions and provide comments to city staff. The South Omaha Public Library is an ADA accessible location located along a bus route. Parking is available immediately to the west of the building entrance. Spanish and ASL interpreters will be available at the meeting.
