We will host an important discussion panel on a very urgent and important topic of affordable housing, featuring two guest speakers who are experts in their fields:

Cesar Covarrubias directs the advocacy, education and outreach activities that develop solutions to housing needs and unite communities across Orange County to support affordable housing development. Prior to his current position, Cesar coordinated the Commission's efforts to develop and implement affordable housing public policies and strategies in local governments. Cesar also has worked for the Fair Housing Council of Orange County as a case manager for housing discrimination cases and assisted clients with landlord-tenant issues. Cesar holds a law degree from Thomas Jefferson School of Law and bachelor’s degree in Political Science from California State University, Fullerton.
Tim Shaw is a two-time Chair and current member of the Orange County Continuum of Care Board, which he helped establish in the mid-90’s, and serves on the Executive Committee for Orange County United Way’s United to End Homelessness initiative. He has been an advocate for ending homelessness for over 35 years, serving previously as the Executive Director of the Orange County Homeless Issues Task Force and Director of Serving People in Need (SPIN).
