2025 East Coast Pool Association BCAPL Pennsylvania State 9-Ball Championship Presented by: Meucci Cues

This event will be held at Eagle Billiards, 873 Scranton Carbondale Hwy, Scranton, PA 18508 on December 5th, 6th, and 7th, 2025. First Scheduled matches will be on the 5th at 3pm. This amazing venue has several local hotels near it as well. No outside food or beverages will be permitted. This location offers a full service bar as well as non-alcoholic drink options, as well as a full restaurant quality Kitchen!

Online player’s meeting will take place on Facebook Live at 7pm est on December 4th.

Entry Cost and Payout Spots

Entry for the tournament will be as follows:

Existing tour members: Men $60, Women $50
Non Tour members already BCAPL Sanctioned: Men $70, Women $60
Non BCAPL Sanctioned Players: Men $90, Women $80

This is a prepay only event, as the player auction will be conducted online through Victory Pro.

Refund Policy: You may request a refund up to November 30th at noon. Refund issued will be minus a $10 admin fee. No refunds will be issued after.

Player auction will be conducted on Victory Auction Pro beginning on December 1st at 2pm est. It will end December 3rd at 9pm est. There will be a 5 minute snipe countdown in play, meaning any last minute bid will start a 5 minute clock over to end that specific player. All auction rules will be in the rules section of the auction. Auction winners must settle up immediately after the auction concludes electronically if you are not a player in the event.

Event Format

This event will be capped at 64 players. The top 32 seeded players from this year’s tour open events will automatically move onto the championship bracket. The preliminary bracket will be made up of a minimum of 32 spots (we will open the preliminary bracket up to more than 32 in the event we have players in the top 32 decline their invite.) The preliminary bracket will play down to 16 players. Those will advance to the Championship Stage. The Championship stage bracket will combine these 16 players with the seeded players. Stage one of the Championship Bracket plays double elimination down to the final 8, at which point a redraw occurs and the final 8 play single elimination for the title!

Tournament Conduct

All Tournament Director Decisions are final
We will be following CSI Tournament Dress Code C (Will be sent in the email to all registered players)
Ear buds or headphones may be worn, but it is your responsibility to be able to communicate with your opponent (ie: 2nd foul notification and push out)
No sharking or disturbing players during tournament play. Tournament Director may forfeit matches or ban players from the Series if he feels sharking or unsportsmanlike conduct occurs. No refunds or payouts for anyone forfeited or banned.
We will do our best to protect the integrity of the event and all players with 500 or less robustness will be subject to a review of their FargoRate by ECPA staff and directly with FargoRate. Those players who will have a rating adjustment will be notified prior to the event.
Underrated Players - Players who consistently and significantly perform above their Fargo Rating, at the sole discretion of ECPA, may be disqualified and removed from the event without refund. If ECPA believes, after consulting with FargoRate and CSI, that the underrated player has committed data manipulation (ie: Sandbagging,) he or she may also be banned from all future BCA Pool League Sanctioned Events run by ECPA. Any prize money accumulated at the time of disqualification will be donated to charity. Avoid putting yourself at risk. Examine your rating and inform ECPA if you believe it to be too low.

Event is played on Nine Foot Diamond Tables
Players without a FargoRate will be assigned a starter rating based on known play speed and skill levels from existing national leagues. If we cannot verify your play speed, you will play at a 700 for handicap calculation.

Tournament Rules

Push Out after the break
3 foul rule, must notify opponent if they are on 2nd foul.
Cue ball fouls only
Jump cues allowed
Foul on break is ball in hand and opponent is on 1 foul
9 on break is win
No gap racking allowed. The opponent may inspect the rack and ask you to rack again. If they suspect you are intentionally gap racking, they can ask a referee to observe. If the referee determines that gaps are being left intentionally, then the following action will be taken:
First Offense: Warning
Second offense: Forfeit of that break
Forfeit of match
An “attempt” must be made on all shots, you cannot just pick up the cueball and hand it to your opponent. Doing so is a warning the first time and then loss of rack.

Match Length and Timing Rules

Matches will have a 1 hour and 30 minute time limit. If the final rack is not struck prior to this time limit, sudden death procedures will begin (see below)
Shot Clock is 45 seconds (One Minute for shot following the break)
One 45 second extension permitted per rack
If your opponent is playing at a pace that you believe to be in violation, you may call a ref to observe. If the ref deems the slow play deliberate, the rest of the match will be observed and timed. Violations will result in ball in hand foul.
Finals will have an active shot clock operator for the entire match.
TV arena (if applicable) will have shot clock on for each match
Each player is allotted one five (5) minute time out per match. It must be taken on a rack you are breaking.
Once a match is called, you will have 15 minutes to report to your table. At 15 minutes, you receive a 1 rack penalty, each 5 minutes will be an additional 1 rack penalty until the 30 minute mark, which results in a match forfeit.
Venue will open one (1) hour prior to the first scheduled matches for the day.

Sudden Death Procedures (Does not apply to stage 2 of the championship stage)

In the event a match takes longer than the allotted 1 hour and 30 minute match time, sudden death procedures will be imposed
Sudden death will be spot shot shootout to determine winner
Each round of the shootout will account for one rack win
Spot shots will be performed by both players until one player makes the shot and the other misses for each rack needed to finalize the match
Shooters will alternate shooting order and sides
9-Ball will be placed on the foot spot by a ref or the TD and players will have ball in hand in the kitchen. Each player will get an attempt each round. Ref will let you know what pocket you are shooting at.
