Non-Fatal Strangulation and Suffocation Conference

Pennine Lancashire Community Safety Partnership, NHS Integrated Care Board, the Office of the Police and Crime Commissioner for Lancashire, Lancashire Constabulary, the Lancashire Partnership Against Crime (LANPAC), and the University of Lancashire are proud to present this important conference.

We warmly welcome frontline professionals to join this vital conversation, including Safeguarding Leads and those working with children and young people across services such as the Youth Justice Service, Children’s Social Care, and Health.

Why this matters? Non-fatal strangulation presents significant safeguarding risks and occurs across a range of contexts:

• Physical altercations – from incidents involving children in playgrounds to violence within the night-time economy
• Sexual strangulation – increasingly normalised and promoted via social media, with growing prevalence among young people
• Domestic abuse – significantly heightening the risk to victims when used as part of a pattern of coercive and controlling behaviour

This partnership initiative aims to:

• Raise awareness of the dangers and potential consequences of strangulation
• Influence policy and procedural improvements in agency responses
• Dispel myths surrounding so-called “safe” strangulation
