The Stephen Livingstone Lecture 2025

This lecture examines the different manifestations of sovereignty that are found in the Belfast Agreement. It focuses on a number of ironies that have resulted from its outworkings, including at the levels of international law, UK domestic law, and executive decision-making. The lecture is given in memory of Professor Stephen Livingstone, whose work on constitutional law continues to be relevant to the themes being analysed.

Bio

Gordon Anthony is Professor of Public Law at Queen’s University, Belfast. He has written extensively on constitutional law and administrative law, and on the relationship between UK public law and European law. His books include Judicial Review in Northern Ireland (Hart Publishing, 3rd ed, 2024); Textbook on Administrative Law (Oxford University Press, 8th ed, 2016, with Peter Leyland); and UK Public Law and European Law: The Dynamics of Legal Integration (Hart Publishing, 2002). He is a member of the European Group of Public Law, Athens, Greece, and sits on the board of a number of leading journals, including Public Law. He is practising member of the Bar of Northern Ireland and an Academic Tenant at Francis Taylor Building.
