Five months after the outbreak of the Civil War, Henry Shelton Sanford, who was officially the US Minister to Belgium but unofficially the Union’s spymaster in Europe, penned a letter marked “Confidential” to his boss, Secretary of State William Seward. In it, he outlined serious weaknesses in the Union’s intelligence efforts in Europe and urged Seward to change the system. Sanford was ahead of his time and truly a pioneering figure in American intelligence history.
