In 2012, the Department of Justice found the Portland Police Bureau engaged in a pattern and practice of using unconstitutional force against people in mental health crisis. That led to a Settlement Agreement under which PCCEP was created to ensure community voice is a part of lasting reforms in use of force, mental health response, and constitutional policing.At our listening session, we’ll:
- Hear from community leaders involved in the origins of the DOJ Settlement
- Listen to community concerns, perspectives, and demands
- Center the conversation on constitutional policing, Fourth‑Amendment protections, and what justice and accountability look like in this moment.
