All golfers tee off and you pick the best shot. 

If you pick a man’s drive, then only the women hit the 2nd shot. 
If you pick a woman’s drive, then only the men hit the 2nd shot. 
 
From the 2nd shot until the ball is on the green, you alternate between men and women. 
Men hit and pick the best shot,  then the women hit and pick the best shot, and so on until the ball is on the green.  Once on the green, everyone gets to putt like a normal scramble.
