The attacks claimed thousands of lives and reshaped public discourse, national security priorities, and international relations. Just nine days later, on September 20, 2001, President George W. Bush addressed Congress and formally declared the launch of the “Global War on Terror”, a campaign envisioned as both borderless and indefinite. Over the next twenty-five years, this framework would justify wars, military interventions, surveillance programs, immigration restrictions, detention regimes, terrorism prosecutions, and expanded security powers whose consequences continue to reverberate around the world.As we reflect on the twenty-fifth anniversary of both 9/11 and 9/20, this panel explores the enduring legacies of the post-9/11 era in the 21st century. While official commemorations often focus on the attacks themselves and the national security response that followed, this conversation broadens the lens to examine the human, political, and social costs of the Forever Wars. What happens when we center the experiences of communities whose lives have been shaped by warfare, displacement, detention, surveillance, family separation, and the enduring effects of Islamophobia?Bringing together scholars, practitioners, and advocates, the discussion will examine how decisions made in the aftermath of 9/11 transformed global politics and domestic governance. Panelists will consider how the Global Wars on “Terror”, i.e. US Forever Wars, evolved across administrations and national contexts, how its impacts have been felt both abroad and at home, and how its architecture continues to influence contemporary debates about security, migration, civil liberties, and state power.The conversation also engages with questions of memory and accountability after atrocities and war crimes. Whose stories have been preserved in public remembrance, and whose have been overlooked or erased? How do communities remember lives lost to wars, bombings, drone strikes, torture, indefinite detention, terrorism prosecutions, surveillance, and forced displacement? And what does it mean to commemorate this history from the perspective of those who have endured its consequences?Twenty-five years later, this panel invites participants not only to examine what has been lost, but also to consider what justice, historical reckoning, and collective responsibility require from us now.This event is co-sponsored with the Abdul Aziz Said Chair, the SIS Ethnographies of Empire Research Cluster, the Department of Anthropology, and the Public Ethnography Lab.Featuring:Dr. Niki Akhavan is an Associate Professor and Chair of the Department of Media and Communication Studies at the Catholic University of America. She is the author of Electronic Iran: the Politics of an Online Evolution (Rutgers, 2013). Her research on Iran also includes publications about narrative and documentary cinema, sports and media, as well as on state media productions and policies. In addition to her research, Akhavan is a published translator, most recently of Mohsen Kadivar’s Human rights and reformist Islam (Edinburgh University Press, 2021).Dr. Maha Hilal is a Muslim Arab American expert on institutionalized Islamophobia, the War on Terror, and counternarrative work. She is the author of the book Innocent Until Proven Muslim: Islamophobia, the War on Terror, and the Muslim Experience Since 9/11 and her writings have appeared in Vox, Al Jazeera, Middle East Eye, Newsweek, Business Insider, The Daily Beast, and Truthout, among others. Dr. Hilal is also the founding Executive Director of Muslim Counterpublics Lab and a founding steering committee member of the Guantanamo Survivors Fund. Across her scholarship and advocacy, she centers the experiences and narratives of communities most impacted by state violence while challenging the legal and political structures that sustain it.Dr. Negar Razavi is a political anthropologist and public scholar who works on issues of security, expertise, gender, and US empire. Her forthcoming book The Geopolitics of Expertise examines the role of think tank experts in fueling America's Forever Wars in the SWANA region broadly and against Iran specifically. Razavi has held positions at Princeton, Northwestern, William and Mary, and University of Pennsylvania.Moderated by:Dr. Mariam Durrani is a political anthropologist and media maker whose work examines the enduring consequences of the post-9/11 wars, global racialization, migration, and anti-Muslim discrimination. She is Director of Graduate Studies in the Department of Peace, Human Rights, and Cultural Relations at American University. Her book project, The Imperial Optic: Migration, Racialization, and War in U.S. and Pakistani Higher Education, explores how the War on Terror and broader imperial formations have shaped educational institutions, mobility, belonging, and everyday life across two decades. Since 2001, her scholarship, advocacy, and public engagement have focused on the impacts of anti-Muslim surveillance, discrimination, and militarization.
