The Public Buildings Reform Board’s Work and Its Implications for the Federal Footprint Across the National Capital Region

Learn how the Public Buildings Reform Board is reshaping the federal footprint and creating new redevelopment opportunities throughout the National Capital Region.

Join the George Washington Chapter of Lambda Alpha International (LAIGW) to end the year with an engaging luncheon conversation with David L. Winstead, Esq., Former Public Buildings Commissioner at GSA, and current Board Member of the Public Buildings Reform Board (PBRB). Mr. Winstead will provide an insider’s perspective on the work of the PBRB, beginning with why Congress established the Board, its mission to optimize the federal real estate portfolio, and the board members who guide its efforts. Attendees will gain insight into the major opportunities presented by the redevelopment of underutilized or surplus federal properties, including economic value, urban design, and community benefits, as well as the challenges and strategic considerations that shape these efforts.

The program will conclude with a focused analysis of redevelopment opportunities in Washington, D.C., highlighting case studies such as the James V. Forrestal Building (U.S. Department of Energy Headquarters) and other underutilized federal properties with potential transformative reuse, generating economic development and housing benefits.
