Retired U.S. Army Reserve Lieutenant Colonel Eugene Chu examines how Russia’s war in Ukraine is reshaping global strategic thinking, far beyond Europe. Drawing on military experience and historical analysis, this lecture explores how the conflict is being interpreted in Beijing and Taipei, and what it may signal for the future of China–Taiwan relations. Tracing the long arc of China–Russia ties, the discussion highlights patterns of alliance, rivalry, and pragmatic cooperation that inform today’s mixed responses to Ukraine. By comparing Russia’s invasion with potential Chinese courses of action toward Taiwan, the event offers a sober look at deterrence, escalation, and how one war may be shaping the next.

Eugene Chu is a retired Lieutenant Colonel of the U.S. Army Reserve with more than 23 years of combined service. His assignments included overseas postings in South Korea, Iraq, and Poland. Following his military retirement, he served as an authority coordinator for the Ukraine Security Assistance Initiative at the Defense Security Cooperation Agency.
Lieutenant Colonel Chu holds an undergraduate degree in political science and a graduate degree in business from Texas Christian University, with academic coursework in Chinese history, international business law, and Russian foreign policy. His professional and personal experience includes travel to Europe, mainland China, Hong Kong, and Taiwan. He remains actively engaged in advocacy for Ukraine, including participation in Ukraine Action Summits in Washington, D.C., and the study of the Ukrainian language.

Free People of Russia House, an organization that is opposed to the current Russian regime and fully supports Ukrainian independence and territorial integrity.
