Carlos argues that we should derive rights from duties, rather than deriving duties from rights, as is common in liberal thought. His basic claim is that duties come first: we are born as social beings into an already existing web of relationships (family, community, institutions) and these relationships necessarily involve duties and obligations. Rights then arise as the "other side" of those duties.

This is very different from the liberal way of thinking, where we start with individual rights and then derive duties as secondary, as what we owe each other in order to respect those prior rights. Carlos wants to show why that liberal order is not only conceptually problematic, but also politically and morally risky, and why a conservative perspective sees duties, not rights, as the primary moral reality.
