L’objectif principal de l'ICPAA est d’obtenir des résultats positifs pour la communauté afro-canadienne en créant une structure dans laquelle la communauté puisse développer ses compétences et les conserver à l'échelle nationale, au lieu d'adopter une approche locale et individualisée du développement des ressources et des prestations de services à la clientèle.
