Officers will learn how to recognize communication barriers, understand Deaf culture, apply ADA communication requirements, and appropriately utilize ASL interpreter services. The course also introduces Missouri-specific identifiers such as voluntary vehicle indicators and communication cards used by Deaf drivers. Course will often include a retired ASL Interpreter and/or Deaf/HH community members.
Learning Objectives
Upon completion, participants will be able to:
1.	Identify indicators that a person may be Deaf or Hard-of-Hearing.
2.	Explain ADA Title II requirements related to communication access.
3.	Describe the rights of Deaf and Hard-of-Hearing individuals during law enforcement encounters.
4.	Demonstrate effective communication techniques in field encounters.
5.	Identify when interpreter services are required and how to obtain them.
6.	Recognize Missouri-specific Deaf driver identifiers and communication tools.
7.	Apply communication strategies that maintain officer safety and reduce escalation.
8.	Recognize communication-related escalation triggers and apply de-escalation strategies during encounters.
9.	Identify implicit bias and assumptions that may affect officer interpretation of Deaf or disability-related behaviors.
10.	Identify communication barriers that could escalate an encounter
11.	Apply de-escalation techniques when verbal communication fails
12.	Utilize visual communication strategies to maintain compliance and safety
13.	Adjust officer tactics to maintain control without escalating the situation.
