During the Great Depression, Gettysburg National Military Park was both home and work site to thousands of young Black men whose labor profoundly shaped the battlefield we know today. From 1933 through 1942, Civilian Conservation Corps camps along Seminary Ridge housed men drawn to the CCC by economic necessity, whose presence in deeply segregated Gettysburg challenged racialized expectations in the community while simultaneously providing much-need labor and cash. From the rank and file enrollees to Dr. Louis King, a Columbia-trained Black anthropologist who worked as a CCC-funded historian at Gettysburg NMP, the CCC men made enormous but still underappreciated contributions to the preservation and interpretation of Gettysburg’s historical landscape and contested framing of the battle that sidestepped emancipation as a central legacy of the Civil War.

Jill Ogline Titus is associate director of the Civil War Institute at Gettysburg College and co-coordinator of the college’s Public History minor. She is the author of Gettysburg 1963: Civil Rights, Cold War Politics, and Historical Memory in America’s Most Famous Small Town (UNC Press, 2021), winner of the Willie Lee Rose Prize, and Brown’s Battleground: Students, Segregationists, and the Struggle for Justice in Prince Edward County (UNC Press, 2011), which was a finalist for the Library of Virginia Literary Award. Her current project is an exploration of Gettysburg’s New Deal era Civilian Conservation Corps (CCC) camps. From 2007 to 2012, Titus was Associate Director of the C.V. Starr Center for the Study of the American Experience at Washington College in Chestertown, Maryland. Prior to joining the staff of the Starr Center, she worked seasonally for the National Park Service. She received her Ph.D. in History from the University of Massachusetts in 2007.
