SUMMARY:

Koryŏ saram diaspora in South Korea where 100,000 people live in ethnic enclaves called “Koryŏ maŭl” around major industrial centers found itself in a unique linguistic situation when the Russian language became a significant factor in their cultural reproduction and consolidation.

The paper explores the cultural reproduction and transformation of the heritage language in the diaspora of Koryŏ saram, Russian-speaking ethnic Koreans from former Soviet Union territories, against the neoliberal setting in South Korea by looking at it through the prism of Will Kimlicka’s theory on neoliberal multiculturalism. South Korea had to adopt multiculturalism in the context of neoliberal reforms after the 1997 IMF crisis and a growing number of foreign workers and started to implement multicultural policies based on assimilation as a nation-building concept in 2006.
