Against the backdrop of profound geopolitical upheaval, disruptive actors are reshaping an international order that has largely prevailed since the end of World War II. New roles appear to be emerging on the global stage, raising the question—borrowing from the language of gaming—whether the European Union will act as a true player, a companion with limited agency, or merely a NPC (non-player character). The presentations set the scene before exploring three perspectives: the conditions under which the EU might become a global actor, the partnerships that could define a companion role, or whether it will eventually end as an NPC deprived of significant power to contribute to shaping the global future. Particular attention will be dedicated to EU institutions and competences, global trade, values and human rights, and the transformative impact of artificial intelligence. 

At the same time, the event will present the third, substantially revised edition of the textbook Eiropas Savienības tiesības. I daļa. Institucionālās tiesības (European Union Law, Volume I: Institutional Law) edited by Christoph Schewe, Arnis Buka and Kaspars Gailītis. The book was created within the framework of the project „European Law I", implemented by Prof. Dr. iur. Arnis Buka and Prof. Dr. Christoph Schewe as part of the 2013 first-round project competition.
