Yeaglin will help answer questions and provide insight into how similar programs have been implemented successfully elsewhere. What is Shelter-Neuter-Return? Shelter-Neuter-Return (SNR) is a humane approach to managing free-roaming cat populations. Under SNR programs, healthy community cats that enter a shelter and are not suitable for adoption are sterilized, vaccinated, ear-tipped for identification, and returned to their original outdoor location. Research has shown that SNR programs can help stabilize and gradually reduce community cat populations while decreasing shelter overcrowding and euthanasia rates. The Humane Society of the Black Hills recognizes that community cat management is an issue that generates passionate discussion and diverse perspectives. This Town Hall is intended to create an open forum where residents can learn more about the pilot program, ask questions, express concerns, and engage in constructive dialogue.
