Humane Society of the Black Hills Hosts Community Town Hall on Upcoming Shelter-Neuter-Return Pilot Program 

RAPID CITY, SD — The Humane Society of the Black Hills, in partnership with West River Spay & Neuter Coalition, invites community members to attend a public Town Hall meeting to learn more about the upcoming Shelter-Neuter-Return (SNR) Pilot Program and participate in an open discussion about its implementation. 

The Town Hall will be held on: 

Wednesday, June 24, 2026

The purpose of this event is to provide residents with accurate information about the SNR pilot program, explain how it works, discuss anticipated community impacts, and offer an opportunity for questions and feedback before the program begins. 

Joining the discussion will be Tim Yeaglin, Great Plains and Midwest Regional Strategist with Best Friends Animal Society, who brings extensive experience working with communities across the country to develop humane and effective solutions for managing community cat populations. Yeaglin will help answer questions and provide insight into how similar programs have been implemented successfully elsewhere. 

What is Shelter-Neuter-Return? 

Shelter-Neuter-Return (SNR) is a humane approach to managing free-roaming cat populations. Under SNR programs, healthy community cats that enter a shelter and are not suitable for adoption are sterilized, vaccinated, ear-tipped for identification, and returned to their original outdoor location. Research has shown that SNR programs can help stabilize and gradually reduce community cat populations while decreasing shelter overcrowding and euthanasia rates. 

The Humane Society of the Black Hills recognizes that community cat management is an issue that generates passionate discussion and diverse perspectives. This Town Hall is intended to create an open forum where residents can learn more about the pilot program, ask questions, express concerns, and engage in constructive dialogue. 

"We want our community to have a clear understanding of what the SNR pilot program is, how it will operate, and why we believe it can be an important tool in addressing community cat populations humanely," said Christina Owen, Manager of Community Relations and Outreach of the Humane Society of the Black Hills. "This Town Hall is about listening, sharing information, and ensuring community members have an opportunity to be part of the conversation." 

As communities across the region continue to evaluate various approaches to managing free-roaming cats, the Humane Society of the Black Hills remains committed to evidence-based, humane solutions that prioritize animal welfare while addressing community concerns.
