From Plan to Proof: Getting Sector Target Y1 Reporting Right, First Time

For designated employers, the 2026 Employment Equity reporting cycle is different from the last one.

The 2025/26 cycle largely established the baseline: organisations filed an Employment Equity Plan and workforce profile, but progress was not yet measured against that plan. From 1 September 2026, the Department of Employment and Labour begins assessing designated employers against the five-year plans developed to meet published sector targets.

That means employers now need to demonstrate more than intention. Any gap between the plan and actual progress will need a justifiable reason supported by evidence.

From Plan to Proof: Getting Sector Target Y1 Reporting Right, First Time is a practical, in-person Employment Equity workshop for KwaZulu-Natal employers who want to approach Year 1 sector target reporting with a clear understanding of what needs to be reported, what evidence must be retained and how to prepare for increased regulatory scrutiny.

Led by GBS KwaZulu-Natal consultants Natalie Singer and Gavin Stone, the session focuses on the practical work behind compliant reporting rather than simply reviewing legislation.

What you’ll walk away knowing:
- How to complete a barriers analysis that goes beyond a tick-box exercise and links directly to meaningful affirmative action measures.
- What documentary evidence a DG reviewer may ask to see, and how to build that evidence before it is needed.
- How to work with the new Employment Equity portal, including plan-versus-actual variance flags and how to assign a justifiable reason that genuinely fits the circumstances.
- How to respond where the organisation has undergone a material change, such as restructuring, a merger or a significant change in headcount, after the five-year plan was approved.
- What a Director-General Review can look like in practice, supported by a dedicated Q&A with consultants who have assisted employers through these reviews.

Why getting Year 1 reporting right matters:
A compliant Employment Equity Plan on paper is no longer enough. Employers need to be able to demonstrate progress, explain deviations and prove that their decisions are supported by appropriate analysis and records.

The brochure highlights several consequences of getting this wrong, including difficulty obtaining an EE Compliance Certificate, financial penalties for non-compliance and increased exposure during DG Reviews.

For organisations that tender for or conduct business with the state, the compliance certificate is particularly important. The session therefore focuses not only on submitting the required information, but on building the supporting evidence needed to defend the organisation’s position if it is reviewed.
