A NCSU trained engineer 🐺, Czar has served the City of Sanford since 1990, holding positions of City Engineer and Public Works Director before rising to Assistant City Manager. In that role, he oversaw the creation of TriRiver Water, the utility now serving both Lee and Chatham counties.Prior to this merger, Pittsboro's water infrastructure, much of it built before the Great Depression, had forced the town to impose water service moratoriums fifteen times over twenty years, directly blocking new residential, commercial, and industrial development. By combining Pittsboro's needs with Sanford's ample Cape Fear River 🚣‍♂️ water supply and modern infrastructure, Czar helped engineer a solution that grew the utility.
