- **Event Description**: What lies behind the growing geopolitical tensions between Egypt and Ethiopia? How do history, water politics, security concerns, and regional ambitions shape the balance of power in the Horn of Africa today?


This panel discussion takes as its point of departure the article “Horn of Africa: Egypt’s ‘strategic balance’ disguises regional ambitions”, published in The Africa Report (December 2025). The article presents a strong and controversial critique of Egypt’s role in the region, touching on issues of militarisation, access to the Red Sea, Nile politics, and competing narratives of stability and hegemony.


The panel will examine:
? Competing geopolitical narratives in the Horn of Africa
? The role of water, security, and historical memory in Egypt–Ethiopia relations
? External interventions, regional agency, and the future of cooperation in the Horn


Rather than reproducing a single viewpoint, the discussion aims to place these arguments in a broader historical, legal, and geopolitical context.


? Panelists

Terje Tvedt – Norwegian historian and author, currently Research Professor at the National Library of Norway and Professor Emeritus at the University of Bergen. He is a leading expert on the role of water in global history and the author of several bestselling books, including The Nile: The River of History and World History: With the Past as a Mirror.

Awol Allo – Senior Lecturer in Law at the University of Sheffield, specialising in international law, human rights, and social justice, with a focus on postcolonial and decolonial legal perspectives. He has taught at institutions including LSE and Princeton and has published widely in leading interdisciplinary journals.

Lemma Desta – Advisor on Migration and Multiculturalism Christian Council of Norway, bridge-builder, advocate for justice, humane relations, faith, resilience, community building and promoting a sustainable life for all.
