Full Council (all 59 Councillors) is responsible for approving and adopting all policies. It normally meets up to five times a year including the annual meeting.
It sets the council's budget and borrowing limits; it elects the Chair of the council and appoints the deputy; appoints the Leader of the Council, Head of Paid Service and Councillors to committees, excluding the Executive.

Questions and requests to speak must be submitted by 4pm two working days before the meeting. For example, if the meeting is being held on a Tuesday, questions must be submitted by 4pm on the Thursday prior to the meeting.
