- **Event Description**: Join this Castan Centre for Human Rights Law and the Centre for Gender, Peace and Security event focussing on Conflict and International LawAbout this EventThe Castan Centre for Human Rights Law and the Centre for Gender, Peace and Security at Monash University are delighted to co-host a panel discussion on ‘The nature of conflict: Is International Law Working?’. This is the second panel discussion in this two-part series, the first of which considered ‘Women and International Peace and Security in Afghanistan’. In recent times, there has been an increasing number of targeted attacks on civilians in Afghanistan. The conflict in Afghanistan is complex and longstanding, involving many international, as well as non-international actors. As a starting point, this event will discuss the nature of the conflict. The panellists will also consider the extent to which international law protects women and civilians more broadly. Professor the Hon. Kevin H Bell AM QC, Director Castan Centre for Human Rights Law, Monash University (Introductory Remarks) Professor the Hon Kevin H Bell AM QC is the Director of the Castan Centre for Human Rights Law in the Faculty of Law at Monash University. He was a justice of the Supreme Court of Victoria for fifteen years and wrote a number of leading judgments under the Victorian Charter of Human Rights, including Kracke, Patrick’s Case and PBU and NJE.He was president of the Forensic Leave Panel and president of the Victorian Civil and Administrative Appeals Tribunal. Before becoming a judge, Professor Bell was for twenty years a barrister and Queen's Counsel with a national practise in human rights and administrative, native title and constitutional law. He has a Master of Studies in International Human Rights Law from Oxford University and in 2017 was awarded the honour of Member of the Order of Australia for ‘significant service to the law and to the judiciary, to native title and human rights, and the community’.Dr Jenna Sapiano, Lecturer, Gender, Peace and Security Centre, Monash University (Introductory Remarks) Dr. Jenna Sapiano is currently a Lecturer at the Monash Gender, Peace and Security (GPS) Centre, where her research focuses on gender and the negotiation and implementation of peace agreements. She completed her PhD in International Relations at the University of St Andrews. Her thesis was on the drafting and implementation of constitutions as part of peace settlements. Before joining GPS, Dr. Sapiano held a postdoctoral fellowship, funded by a Canada Research Chair, at Queen’s University Faculty of Law. She previously worked as a Research Associate on the Legal Tools for Peace-making project at Cambridge.PanellistsProfessor Felicity Gerry QC, Barrister Australia and UK (Moderator) Professor Felicity Gerry QC is an international QC at Libertas Chambers, London and Crockett Chambers, Melbourne where she largely defends in serious and complex criminal trials and appeals, often with an international element. She is admitted to the lists of counsel for the International Criminal Court (ICC) and the Kosovo Specialist Chambers in The Hague and in England &amp; Wales and in Australia (Victoria and the High Court Roll) and has had ad hoc admission in Hong Kong and Gibraltar. She has a particular research interest in women and the criminal law and reforming justice systems and has published research on human trafficking, modern slavery and coercion and compulsion as a criminal defence. Felicity is also Professor of Legal Practice at Deakin University where she lectures in MLL419/MLJ728 Contemporary International Legal Challenges – topics have included Modern Slavery Law, Terrorism Law, War Crimes and Climate Change law and she is involved in the clinical programs.Her Excellency Ms Hasina Safi, Minister of Women's Affairs in AfghanistanHer Excellency Ms Hasina Safi, Minister of Women's Affair in AfghanistanMs. Hasina Safi  is a professional leader, well known civil society &amp; women rights  activist. She is an expert with considerable and proven experience of  over 20 years in development practices focused on organizational  development, development of policies &amp; programs, women economic  empowerment, capacity building, advocacy for women’s rights, civil  society, peace building and human rights.Mr Ahmad Nader Nadery, Chairman, Independent Administrative Reform and Civil Service Commission (IARCSC)Mr. Nadery is chairman of Independent Administrative Reform and Civil Service Commission and a member of the Islamic Republic of Afghanistan peace negotiating team. Prior to joining the Commission he was senior advisor to the President on Public and Strategic Affairs, he also serves as Ambassador At-large for Freedom of Expression. Mr Sayed Madadi, Director of Foreign Relations, Afghanistan State Ministry for PeaceSayed Madadi is Director of Foreign Relations at Afghanistan’s State Ministry for Peace. He was previously Director General of Afghanistan Civil Service Institute and a Legislative Advisor for the Afghanistan Independent Elections Commission. He has also worked in the United States with the Freeman Spogli Institute for International Studies and the Middle East Institute. Madadi has been a Graduate Fellow at the Center for International Conflict and Negotiations at Stanford Law School and a Hurford Fellow at the National Endowment for Democracy. His writings have appeared in academic journals such as the Stanford International Policy Review and the Journal of Security and Strategic Studies as well as in international publications such as the Atlantic, War on the Rocks, Foreign Policy, National Interest, Al-Jazeera, Diplomat and BBC. Madadi holds a MA in International Political Economy from Stanford University, a MA in International Relations from New York University through a Fulbright Scholarship and a BA in Political Science and Public Administration with a minor in Law from the American University of Afghanistan.Ms Mary Akrami, Executive Director of Afghan Women’s NetworkMs. Akrami is the current Executive director of the Afghan Women’s Network (AWN). AWN as an umbrella organisation is engaged in peacebuilding and conflict resolution programs. The organisation regularly provide training and mentoring on mechanisms on women’s engagement in political and community-based peacebuilding to its stakeholders. Ms. Akrami  initiated peace shuras (councils) in different provinces of Afghanistan. The peace councils became the only platform in the country where women were able to find an opportunity to engage in conflict resolution mechanisms at the local level.Mr Mehdi J. Hakimi, Executive Director of the Rule of Law Program and Lecturer-in-Law at Stanford UniversityMehdi J. Hakimi is the Executive Director of the Rule of Law Program and Lecturer-in-Law at Stanford University.  He was the former Chair of the Law Department at the American University of Afghanistan (AUAF).  Hakimi has worked with various institutions on international development and human rights issues including The Asia Foundation and Yale Law School.  .  Hakimi has advised international organizations, governments, academic and research institutions, and global law firms on, inter alia, the Afghan legal system.  He has authored or co-authored multiple books on the laws of Afghanistan.  A licensed attorney, he holds a Juris Doctorate (J.D.), an M.B.A., and a B.A. (Economics &amp; Law).  Hakimi is an LL.M. candidate at Harvard Law School.
