He is currently an associate at the Scott Polar Research Institute University of Cambridge and was Associate Professor at the École Spéciale Militaire de St-Cyr (France) in 2018-2020. Neil worked for ten years as a Professor of European History and Culture at St Petersburg State Academic Institute of Art Sculpture and Architecture (The Russian Academy of Art).Neil is an Editor-in-Chief of the Journal of Intelligence and Cyber Security Academica Press Washington D.C. since 2018.
