Norfolk InfraGard invites you to join us for a critical training event on workplace violence prevention and de-escalation techniques. This event features expert presentations from the Department of Homeland Security/Cybersecurity and Infrastructure Security Agency (DHS/CISA) and the City of Virginia Beach Emergency Management.
Whether you work in critical infrastructure, corporate security, healthcare, transportation, or any sector, understanding how to identify potential violence and respond effectively is essential. This training is open to all interested individuals—membership in InfraGard is not required.

Mike Freeman
Deputy Security Coordinator, City of Virginia Beach Emergency Management
Mike Freeman will present the Threat Evaluation and Reporting Overview (TERO), an introductory training focusing on a behavioral approach to violence prevention. TERO raises awareness about the risk factors, triggers, stressors, and warning behaviors that could impact a person's decision to commit an act of targeted violence. The presentation outlines mitigating factors that could help prevent acts of targeted violence while emphasizing the importance of community involvement in seeking help for individuals and respecting their privacy, civil rights, and civil liberties. This training is especially valuable for first-line supervisors.
Joseph Kluczynski
Protective Security Advisor, Department of Homeland Security/CISA
Joseph Kluczynski will present on de-escalation techniques and communication strategies. This 45-minute presentation focuses on practical communication tips and techniques to use when situations become emotionally heated. The core concepts include active listening, empathy, and emotional regulation. The presentation addresses the critical challenge of monitoring and regulating your own emotions and actions, emphasizing that safety is always the priority number one. Participants will learn how to communicate effectively in inter- and intra-personal spaces, with particular attention to how actions and emotions are perceived in public-facing situations.
