Applying for a Bachelor's Program in Italy

I want to complete my bachelor's programs in Civil Engineering or Management related Subject in Italy and want to know the possibility of getting a full free scholarship with stipend and the percentage of my chances of getting a visa. I am also interested in knowing which university is best for me and would like suggestions.
