The discussion considers how financial governance, incentive structures, and valuation practices shape what is considered investable, as well as how risk and return are distributed. It highlights how these dynamics can reproduce existing inequalities and short-termism, rather than enabling transformative, inclusive, and sustainable outcomes.Building on this, the panel explores how states can strengthen their institutional capacities to actively shape financial markets. It focuses on the role of public policy, regulation, and public financial institutions in directing capital toward productive and sustainable outcomes. Particular attention is given to the capabilities required to design and implement mission-oriented financial strategies, moving beyond alignment in principle toward effective execution in practice.Key QuestionsWhy does the expansion of sustainable finance continue to fall short in driving structural transformation in the real economy?How do financial governance structures, incentives, and valuation practices shape what is considered investable, and whose interests are prioritised?In what ways can the state act as a market shaper to redirect financial flows toward mission-oriented and public purpose goals?What capabilities and policy instruments are required to embed directionality, conditionality, and accountability within financial systems?How can public financial institutions be mobilised, and governed, to drive long-term, transformative investment rather than de-risk private capital alone?Chaired by , General Coordinator for Green Innovation and Just Transition, Brazil, this panel discussion will feature international policy makers and representatives from multilateral institutions, including:, Former Adviser to the Minister of Finance, Brazil, and WIF Founder, Brazilian Government, Soros Economic Development Fund (SEDF), Professor in the Economics of Innovation and Public Value, UCL, and Founding Director of the UCL Institute for Innovation and Public Purpose (IIPP), Head of the Macroeconomic and Development Policies Branch, UN Trade and Development (UNCTAD)Organisers:Women Leaders in Finance Platform (WIF) is a transformative initiative from Ministry of Finance of Brazil designed to reconfigure the leadership and governance of financial systems by placing women at the forefront of economic policy and reform. Its strategy is based on the understanding that inclusive and sustainable financial systems require leadership capable of responding responsibly, resiliently, and urgently in a context of climate crisis, growing inequality, and rapid economic transition.Strategic Economic Alliance (SEA) is an alliance of women economists advancing New Economic Thinking, particularly from the Global South, though not exclusively. SEA aims to strengthen the link between new economic thinking and practice while elevating underrepresented voices through an alliance based on mutual learning.
