One of the solutions was to establish state-sponsored correctional facilities for children, the first being the Lancaster Industrial School for Girls. This Lancaster school was the result of extensive research and the first step of a new approach to helping at-risk youth. This new model of rehabilitation would change the way people looked at society, prisons, schools, and girls and women.
