On Tuesday, August 11, 1992, 14 year old Tracy Pickett of Joplin, Missouri asked her mother if she could spend the night at the home of a friend in Webb City, Missouri. Believing that her daughter’s friend’s parent would be present to supervise the teens, she gave Tracy permission.

In all actuality, Tracy’s friend lived on her own.

That night, there was a party at Tracy’s friend’s home in the 800 block of Daugherty in Webb City. Some of the people attending the party became uneasy with a certain guest. A man, who called himself “Al” had been paying particular attention to Tracy. At some point during the evening, he is even alleged to have asked 
Tracy if she was wearing any panties.

For reasons that at this point are still unclear, “Al” offered to give Tracy a ride to her Joplin home in order to change clothes. afterwards, he was to bring Tracy back to her friends home. It was later determined that “Al” was actually Lowell Andrew Billy. At the time, Billy drove a black van with two sunroofs, louvered side windows and Oklahoma license plates. According to witnesses, there was also a gun inside of the vehicle.

Sometime that night, a female voice that Tracy’s mother did not recognize, left a message on her answering machine. The message stated that Tracy was on her way home to change clothes. A similar message was left at 10:00 a.m. the following day.
Believing that her daughter may be missing, she went to Tracy's friend's apartment and found her daughter's shoes in the bedroom closet.

Tracy has not been seen, or heard from since. Please join us in honoring Tracy, and the continued hope that someday, she will receive justice.
