California's Other Green Movement: An Overview of Legal Marijuana and the Commercial Cannabis Industry
Topic Overview: The legalization of recreational marijuana in California was years in the making and the passage of Proposition 64 set in motion a commercial cannabis industry with a projected market in California of $7.7 billion by 2022. State law does however provide cities and counties with local control to regulate or prohibit commercial cannabis activity within their jurisdictions. A case study on the City of Pasadena’s commercial cannabis program will be presented along with a brief history of marijuana regulations in California and an overview of how the commercial cannabis industry functions.

Perry Banner is a Project Manager and Senior Planner with Michael Baker International whose work includes land use and policy planning projects. Perry frequently provides senior level staff support services to local cities drawing heavily on his extensive experience in municipal government. He coordinated the implementation of Pasadena’s commercial cannabis program, involving legislative analysis, public engagement, development of regulations and a permitting process, and liaising with the State Bureau of Cannabis Control.
